Card.io reaches out to devs, offers up credit card payment accounts to Joe normal

Who needs extra hardware to add mobile payments to iOS and Android? Not Card.io, who's unveiled a new SDK for it's visual card processing system alongside a payment app allowing anyone to accept payments from other users. Having already launched its scanner software development kit last year, the new SDK will open up the company's payment process to third-party developers. The new payment app works across Android and iPhone platforms, with no need to register as a merchant to access the feature. Although there are no registration charges, payments made through either PayPal or your bank account will have an additional 3.5 percent plus 30 cents nudged on top of each transaction. Going dutch has never been more (begrudgingly) easy.

Arab League considers extension of Syria mission (AP)

BEIRUT ? Syrian government tanks and armored vehicles have pulled back from an embattled mountain town near Damascus, activists and witnesses said Thursday, but at least 16 people were killed by security forces elsewhere as a monthlong Arab League fact-finding mission expired.

The pullback from Zabadani left the town under the control of the opposition, activists said. The besieged town of Zabadani has witnessed heavy exchanges of fire between army troops and anti-government military defectors over the past six days.

The 10-month uprising against Syrian President Bashar Assad has turned increasingly militarized and chaotic as more frustrated regime opponents and army defectors arm themselves and fight back against government forces. The capital has seen three suicide bombings since late December which the government blamed on terrorist extremists.

Arab League foreign ministers will consider extending the League's observer mission in Syria in a meeting Sunday in Cairo, officials said Thursday.

Although the mission expired Thursday, Adnan al-Khudeir, head of Cairo operations room that handles reports by the monitors, told The Associated Press that observers will remain in Syria until a decision is made on Sunday.

According to al-Khudeir, the meeting chaired by the Qatari foreign minister will discuss a report by the head of the mission Gen. Mohammed Ahmed al-Dabi who is arriving in Cairo from Syria on Thursday.

The monitors will remain in 17 different places around Syria until the Arab League makes a final decision, he says.

"If there is a decision to extend the mission of the observers, we are ready to send more monitors after training them in three days," he said, adding that the total number of monitors might reach 300.

The mission has been mired in controversy, with the opposition claiming it served as a cover for the regime to continue its brutal crackdown against protesters.

Rejecting charges that the observers have been ineffective in reducing violence, another official said extending the mission would help the opposition more than the regime.

"The killings are less, the protests increase," he said, speaking on condition of anonymity because no decision has been made. "The mission's presence offers assurance to the people because the observers can spot any violations. There is a conviction even among Syria opponents that the extension is better than withdrawal."

U.S. State Department spokeswoman Victoria Nuland said Thursday the monitors have had a "mixed picture" of results, enabling some protests and some media coverage, but violence continues.

"We believe that we've got to increase the economic pressure on the Assad regime to change course," she said.

More than 5,400 people have been killed since the uprising erupted last March.

Activists reported continued violence Thursday. In Damascus, a Syrian security agent was wounded when a small explosive device tore through his car in the Tadamon neighborhood, a Syrian official said. No other damages were reported from the morning explosion, according to the official, who spoke on condition of anonymity because he was not authorized to give statements.

A military security brigadier, Adel Mustafa, also was killed by soldiers who had defected and refused his orders to shoot at civilians in the Bab Qibli area of Homs, according to the Local Coordination Committees, an umbrella group of activists. The officer had previously overseen many killing and arrest operations, according to the LCC.

In Zabadani, activist Fares Mohammad said Syrian forces withdrew Wednesday night to two military barracks on the outskirts.

"There is a cautious calm, but fear of another major assault being prepared against Zabadani," he told The Associated Press by telephone from the resort town, located alongside the Lebanese border 17 miles (27 kilometers) west of Damascus.

The Syrian opposition has on several occasions throughout the uprising gained control of a town or city, but ultimately forces loyal to Assad retook them. It is unusual however for the army to take so long to recapture a town so close to the capital.

The activist said the siege had eased, although heating oil has not been allowed into the town, where it snowed earlier this week. Military checkpoints surrounding the Zabadani were still in place, he said, while about 100 armed defectors were "protecting" it.

Residents said government mortars had shelled the town on Wednesday, but that too had stopped.

The British-based Syrian Observatory for Human Rights confirmed the pullout from Zabadani, saying only two armored personnel carriers were left behind at one of the checkpoints near the town.

Syrian officials issued no comment about the fighting in Zabadani.

Activists said at least 16 people were killed by security forces across Syria on Thursday, including four activists who were ambushed in the northern Jabal al-Zawiya region.

Obama orders streamlining of foreign tourist visas (Reuters)

ORLANDO (Reuters) ? President Barack Obama on Thursday ordered the streamlining of applications for foreign tourist visas to the United States, focused on increasingly affluent Chinese and Brazilian visitors, in an effort to boost tourism and create jobs.

Obama announced the modest package of reforms at the Disney World theme park in Florida, a state whose economy is heavily dependent on the tourist industry.

The state, closely divided between Democrats and Republicans, will be a crucial battleground in November, when Obama faces a re-election vote that may hinge on Americans' perceptions of his handling of the economy.

The American tourism industry and business groups have long advocated an easing of visa restrictions that were tightened in the aftermath of the September 11, 2001, attacks.

Standing on "Main Street" in Disney's Magic Kingdom with Cinderella's castle in the background, Obama said he was making the visa changes to try to help spur American job growth.

"I want America to be the top tourist destination in the world," Obama said. "The more folks who visit America, the more Americans we get back to work. It is that simple."

He joked that the visit to Disney World was one of the rare instances that his daughters, Sasha and Malia, envied him.

"Maybe, for once, they will actually ask me at dinner how my day went," Obama said.

The visa changes were the latest measures rolled out by Obama to show voters he is serious about boosting the still-sluggish labor market and will act on his own whenever possible in the face of election-year gridlock in Congress.

Obama said the new steps would help cut through red tape and make it easier for foreign tourists to come to the United States.

The White House estimated that more than 1 million U.S. jobs could be created in the next decade if the country increased its share of the international travel market.

Foreign visitors generated $134 billion in 2010, making it the largest U.S. service export industry, the Commerce Department said. The number of tourists from emerging economies with growing middle classes like China, Brazil and India is projected to grow sharply in coming years.

Among the steps announced on Thursday:

* An order for the government to increase non-immigrant visa processing capacity in China and Brazil by 40 percent in 2012, ensuring that 80 percent of applicants are interviewed within three weeks and expanding visa waiver programs.

* A pilot program to simplify and speed the visa process for applicants from China and Brazil, including the ability to waive interviews for low-risk applicants.

* Addition of Taiwan to the list of so-called visa-waiver countries.

* Creation of an interagency task force to develop recommendations for expanding international tourism.

1 in 3 households have four or more TV sets

Nielsen

By Suzanne Choney

Almost one in three U.S. TV households have four or more sets, according to a new report from Nielsen.

"TV maintains its stronghold as the most popular device, with 290 million Americans and 114.7 households owning at least one," says the research firm in a new report, "State of the Media: Consumer Usage Report."? In contrast, Nielsen notes, "211 million Americans are online and 116 million (ages 13+) access the mobile Web."

The report comes just in time for next week's Consumer Electronics Show, which will feature a variety of TVs, some "smart," some not so much, that manufacturers hope will take your breath ? and dollars ? away in the year ahead. Among the offerings are large-sized sets featuring OLED screens, such as the 55-inch set announced recently by LG, and Google's renewed efforts?at GoogleTV 2.0, after a bumpy start this past year.

While 288 million of us continue to watch TV the traditional way ? as in, sitting in front of the set ? more of us are also choosing other ways to get our fix:

  • 143 million are watching TV on the Internet.
  • 111 million watch "time-shifted" TV, via DVRs, an increase of 11 percent since 2010, Nielsen says.
  • 30 million are watching TV using their cellphones.

The DVD player also remains a staple as the No. 2 device for 253 million Americans, followed by video game consoles, owned by 162 million.

Despite some reluctance by many consumers to move to even newer TV sets, Nielsen says there is a worldwide market out there: Among 25,000 consumers surveyed in 56 countries by the research firm, 23 percent are interested in both 3-D sets and those that can connect to the Internet:

Jeremey Renner unscathed in bloody Thai bar brawl (Reuters)

LOS ANGELES (Reuters) ? "Mission: Impossible" star Jeremy Renner emerged unscathed from a bar fight in Thailand, his spokesman said on Thursday, but a hotel manager in his party was attacked with an ax.

A spokeswoman for Renner, 40, who also played the lead in Oscar-winning Iraq war movie "The Hurt Locker", denied media reports that the actor was hurt in the bloody incident in the Thai resort of Phuket early on Wednesday.

"Jeremy Renner was indeed in a bar in Phuket Thailand as a vicious attack on a patron took place but was not injured or involved. He exited as the fight took place," Renner's publicist said in a statement.

Renner, who co-stars with Tom Cruise in "Mission: Impossible - Ghost Protocol", is currently working in the Philippines on "The Bourne Legacy" -- the latest in the Bourne action movie franchise, the publicist said.

The Phuket Gazette said on Thursday that six staff at the pub were arrested and charged with attempted murder of the general manager of a local resort hotel.

Manager Vorasit Issara was stabbed in the stomach and slashed in the neck with an ax, Phuket police told local reporters.

China says Xinjiang kidnappers were on "holy war" (Reuters)

BEIJING (Reuters) ? China said on Wednesday that seven people killed by police in the restive far western region of Xinjiang last week had been trying to leave the country to wage "holy war" and had kidnapped some herders on their way to the border.

The kidnappers took two people hostage late last Wednesday in Pishan County in the far southern part of Xinjiang, close to the borders of India and Pakistan, state media reported.

Seven of the suspects were shot dead and four were wounded and caught, while the two hostages were freed. One policeman was also killed, state media said.

"The people in question were trying to cross the border to go overseas for the purposes of so-called holy war," Chinese Foreign Ministry Spokesman Hong Lei told a daily news briefing.

"They kidnapped some herders, who took the opportunity to escape and tell the public security authorities, who demanded (the kidnappers) abandon their plans," he said.

"While this was happening they cruelly murdered some Chinese policemen and also caused many injuries. This is very obviously a violent terrorist incident," Hong said.

He declined to comment on whether the kidnappers had links with Pakistan. China has in the past accused militant Uighurs of working with supporters in Pakistan to plan attacks in Xinjiang.

Pishan is a heavily Uighur area of Xinjiang. The Uighurs are a Turkic-speaking Muslim people who call Xinjiang home, many of whom chafe at government controls on their culture and religion.

However, exile groups and human rights activists say China overstates the nature of the threat posed by militants in Xinjiang to justify its harsh policies.

The region has been beset by ethnic strife and sometimes violent unrest.

In July 2009, Uighurs rioted against Han Chinese residents in Urumqi, the regional capital of Xinjiang, killing at least 197 people, mostly Han, according to official estimates.

Xinjiang sits astride south and central Asia. China sees it as a bulwark in this volatile part of the world, making it all the more jumpy about unrest.

In September, courts in Xinjiang sentenced four people to death for violence in two cities over the summer in which 32 people were killed.

The government blamed the incidents in Kashgar and Hotan -- both in the majority Uighur southern part of Xinjiang -- on religious hardliners and separatists who want to establish an independent state called East Turkestan for their people.
