Real estate trends spring up all over the American map. Rural communities are currently the main focus of wind energy projects and solar energy farms.

Half a century ago, urban areas saw high-rise apartment buildings and government-funded projects suddenly become the norm.

Now, trends in commercial real estate in San Diego have taken a different focus. This new movement jointly emphasizes economy and environment, something relatively new in the real estate market.

Environmental Protection

?

Any business seeking urban development must incorporate certain environmental requirements into their designs before laying the foundation. Because of the high cost, building ?green? forces the industry to come up with better ideas and environmentally-friendly products that cost the same as their non-green counterparts.

Nearly all construction today is built with LEED (Leadership in Energy and Environmental Design) in mind. This has been a focus in recent years, and it will continue to have influence in the future. As a result of the LEED need to build more efficiently, some very impressive buildings have been constructed. This includes the USGBC Headquarters, which achieved the highest possible LEED rating (platinum) and is not only visually appealing, but also includes green features throughout.

For instance, the developer utilized a 500-year-old salvaged timber initiative, energy-efficient lighting, and 40% decreased water and energy usage (compared to a non-green office). Builders of commercial real estate in San Diego and all over the country are improving the ways they operate. The emphasis on LEED certifications as a common benchmark helps not only further innovation, but it has the potential to lower costs with an increase in research and development.

In with the New, Not Quite Out with the Old

?

One big trend in real estate is the acquisition of old, sometimes foreclosed, buildings for a fraction of their market value. Builders then renovate and resell, or flip, the buildings to a new consumer for a hefty profit. However, it has become equally popular to restore old businesses to a modern look, all while preserving a nostalgic characteristic.

In some cases, the building may even be functionally obsolete. For example, the JBG Companies worked with the Cooper Cary design firm?s building in Arlington, Virginia. The developer constructed a new building in the place of an old car dealership. The old building had significant historical relevance to the area; in order to preserve the identity of the old building, the ?blue geometrical design overhang? was left in place. This was a key visual that the dealership had been well-known for.

We always need to be moving forward, improving our construction and incorporating different buildings into cityscapes. But remembering the past and having the flexibility to incorporate the old with the new can pay big dividends for a building?s future.

Priorities

?

Building trends are not specific to local communities such as commercial real estate in San Diego. National trends develop commonalities that consistently influence the market as a whole. As commercial real estate investor Dave Lindahl would say, builders need to find ?emerging markets.? These areas are experiencing change for the better and are known to have stable job markets and infrastructure. A builder should buy into the ?path of progress? as much as citizens and local politicians do. Development will pick up at a feverish pace, so this is where builders need to focus their time and energy in investing.

Times are changing. A developer?s glory no longer needs to be an environmental burden. Benchmark green initiatives, like LEED certifications, ensure environmental awareness. History is important to any urban neighborhood, and to think otherwise is dangerous. Preservation, if possible, can be critical to future building endeavors. By investing time and energy in emerging markets, developers can change the outlook of the economy. Builders can provide jobs for the unemployed, preserve a city?s identity, and turn the path of progress into a beautiful reality.

Taxpayer data exposed in cyber attack on South Carolina agency

CHARLESTON, South Carolina (Reuters) - As many as 3.6 million Social Security numbers and 387,000 credit and debit card numbers belonging to South Carolina taxpayers could have been exposed in recent cyber attacks on the state Department of Revenue's computers, officials said on Friday.

The vast majority of the credit card numbers were encrypted, but about 16,000 were not, meaning the data was fully exposed, state police said.

None of the Social Security numbers were encrypted, said State Law Enforcement Division spokesman Thom Berry.

Berry said the hacker used a foreign Internet Protocol (IP) address to gain access to the data.

Officials said no public funds were accessed or put at risk. An investigation into the security breach is ongoing.

Investigators this month discovered two attempts to probe the Department of Revenue's system in early September, and later learned of an attempt made in late August, state officials said.

Two other intrusions occurred in mid-September. The department determined that the hacker had obtained data for the first time, according to a statement from the state.

Officials said the vulnerability in the system was closed on October 20 and is believed to be secured.

Anyone who filed a South Carolina tax return since 1998 is being urged to find out whether their information was affected. The state will provide those affected with one year of credit monitoring and identity theft protection.

Arlington, Va. Two Chicago high school students have developed a novel treatment method to reduce the negative effects of Fetal Alcohol Syndrome (FAS) and a new understanding of genetics behind the disease. This research is being presented at the 2012 American Association of Pharmaceutical Scientists (AAPS) Annual Meeting and Exposition in Chicago, Ill., Oct. 14 18. More than 8,000 attendees are expected at the largest conference dedicated to the pharmaceutical sciences.

Ayana Jamal and Ariella Hoffman-Peterson, 2012 graduates of Niles North High School in Skokie, Ill., represent two of the youngest researchers presenting at the conference. Jamal, a freshman at University of Illinois, and Hoffman-Peterson, a freshman at Northwestern University, worked alongside F. Bryan Pickett, M.A., Ph.D., associate professor at Loyola University Chicago, to complete their FAS research projects in high school.

Jamal's research, which determined a novel way to reduce the negative effects of alcohol on a zebrafish's development, concluded that there is strong evidence that retinoic acid can be used as a potential FAS treatment. While not in the lab during her summers or weekends, Jamal participated in several other activities, including playing softball, writing for her student newspaper, mentoring freshmen and teaching Sunday school.

"I first became interested in doing my own science research with the encouragement of one of my teachers during freshman year," said Jamal. "I'm excited to be able to experience a professional scientific meeting like AAPS, and to be among scientists who conduct this pharmaceutical research every day."

Hoffman-Peterson also conducted her research in zebrafish embryos. She studied the RALDH2 gene, whose function is closely tied to FAS because alcohol competes for the activity of this gene. She looked at the nearby so-called "junk DNA" to explore whether it had an active role in the gene's pathways. Outside of the science classroom, Hoffman-Peterson was on her school's dance team and taught at religious school.

"I always knew I wanted to work in the science and medical field. My inspiration came from my grandfather who was a doctor," said Hoffman-Peterson. "I've presented my research at different student competitions, but this is my first experience at AAPS."

Can't get credit after bankruptcy? 3 reasons

I just recently emerged from bankruptcy and want to jumpstart my credit. I have read COUNTLESS articles online and thought I had a decent plan: Apply for a secured card, open a CD and borrow against it, piggyback on my partner's card. Well, I am running into roadblock after roadblock. I applied for a secured card with Bank of America, after talking with the personal banker and being assured that I would get approved, I was denied, which I was afraid of because I didn't want to have an inquiry on my credit report and not have an account to show for it. The "no inquiries in 12 months" was the only positive thing adding to my score!

I have searched for banks that offer low CDs that have the ability to borrow against and report the borrowing to the bureaus, but they all require a credit check. So, I have not bothered setting one up, knowing that I was declined for the secured card I will definitely be declined with the bank. I have read many things online about piggybacking on my partner's card. I have not done it yet out of fear of damaging his credit and not having it positively affect mine, but I feel like this may be my only option at this point. I would apply with other secured card companies, but I am afraid of having multiple inquiries on my report and not getting approved for any of them. Please help! What can I do to start the rebuilding process? -- Jason

Answer for the CreditCards.com expertDear Jason,
It is true that secured cards are usually easier to qualify for than their unsecured cousins. The bank takes so little risk in offering them because it can take the cash deposit you set up with the card if you don't pay as agreed. If the account wasn't secured, the bank would have to sue you for the delinquent balance. Even if it won, you might not have any income to garnish or property to take, so it would lose money.

I'm not sure exactly why you've been denied for a secured account, but here are three possible reasons, along with their solutions.

1. You're barking up the wrong bank. Each financial institution has its own lending criteria and some dislike bankruptcies more than others. To understand why, I always encourage credit seekers to think like a lender. What qualities would you want in a borrower? Probably you would want someone who has a long and strong history of repaying their debts. Let's say an acquaintance asks you for a loan, but you find out that he reneged on previous arrangements several times in the recent past. Even if he gave you something valuable to hang onto as security during the repayment term, you still may have qualms and turn him down.

Solution: Approach a different bank that has more forgiving standards. Check out the current deals available for bad credit. Before completing the paperwork, though, call the bank to ask what its policies are regarding bankruptcies. Apply to the one that says it will give you the green light.

2. You still owe too much money. Chapter 7 bankruptcies allow indebted people the opportunity for a fresh start by allowing them to discharge unsecured debts. But not every filer has only those types of balances. You could still be saddled with other big obligations, including thousands of dollars of mortgage arrearage, back child support and student loans. If so, the bank may feel that you're still overextended and can't afford to borrow any more.

Solution: Pay down remaining debts. You'd want to do that anyway, right? Assuming you're employed, set a fixed amount of your salary aside for monthly payments. Be aggressive. As those balances decline, your credit rating will rise. When your scores are considerably higher, try for an appropriate secured credit card again.

3. Your income is insufficient. Returning to the idea of you being a lender, imagine the borrower did discharge all of his debts and owes not a penny. Is that all that you'd want to know about this guy? Probably not. I bet you'd be interested in his income, too. If he's not earning anything (or only a little), you'd question his ability to repay and may deny him credit.

Solution: Earn more money, especially if you're just working part-time or at a very low-paying job. Lenders want to be sure you have the means to make good on what you borrow. When you've augmented your income, you'll have a much better chance of being approved for any type of credit card.

Two more things: Inquiries have very little effect on a credit rating in comparison to such factors as payment history and the amount of money you owe in relation to the amount you can borrow. However, if that's all that's being reported, they can assume greater impact. Apply to one card at a time, and only when you are certain you'll get it.

And as for piggybacking on someone else's credit as a co-signer or authorized user, I say no. If either of you don't use the card correctly, both of your credit reports will reflect the damage. Instead, transform yourself into an appealing credit customer.

More assertive Obama lands punches in rematch with Romney

A much more aggressive President Barack Obama showed up to the second presidential debate Tuesday, which at times devolved into angry crosstalk with Republican rival Mitt Romney.

President Obama was under pressure to perform dramatically better at this debate?held at Hofstra University in Long Island, N.Y.?than the one held two weeks ago. Gov. Romney's energetic performance at that first debate quickly boosted him in the polls, with some recent measures showing he and the president in a virtual tie among likely voters.

Romney kept up his Denver demeanor, attacking Obama on his jobs record, failure to pass immigration reform, policies in the Middle East, and other issues. But this time, instead of simply repeating portions of his stump speech, Obama was ready with specific retorts and counter-attacks. The president frequently accused Romney of twisting facts, occasionally interrupting him as he spoke.

At one point, the debate almost became a shouting match over whether President Obama had cut back oil extraction from public lands. Obama repeatedly said Romney was lying about his claim that oil production was down, pointedly saying, "Not true, Governor Romney." (Politifact ranked a similar claim by a conservative super PAC "half true.") Feeling the heat, moderator Candy Crowley took the candidates to another topic.

The 90-minute town hall-style debate got personal at times. Romney took a detour on an answer on immigration reform to address Obama campaign claims that his personal fortune is invested in China and shielded from taxes. "Mr. President, have you looked at your pension?" he asked, implying the president is also unaware of the nature of his investments.?"You know, I don't look at my pension," Obama retorted, adding, "It's not as big as yours so it doesn't take as long."

Obama returned more than once to the topic of Romney's wealth, saying Romney sees nothing unfair about millionaires paying the same tax rate as a nurse or other middle-class worker. Later in the debate, Romney criticized Obama for attending political events so soon after the U.S. ambassador to Libya, Chris Stevens, was killed, and also said Obama's campaign unfairly painted him as a villain. Obama closed the debate by mentioning Romney's leaked comments that half the country is dependent on government.

Both candidates appeared comfortable with the more intimate town hall-style, during which an audience of 80 undecided voters, handpicked by polling organization Gallup, watched and asked questions. Audience members picked by Crowley asked the candidates about immigration reform, jobs, gun control, the gender pay gap, and other issues. In answer to a question about the economy from college student Jeremy Epstein, Romney said if elected he could guarantee Epstein would find employment when he graduates in 2014 because of his economic policies. "I'm going to make sure you get a job," Romney said. Obama answered a question about the pay gap with a personal story about his mother's struggle to make ends meet while raising two children on her own.

By the end of the debate, Romney spoke for nearly 41 minutes, Obama a little over 44 minutes.

The final debate of the election is Monday in Boca Raton, Florida, and will focus on foreign policy.

TUTAKAL, Iraq (Reuters) - Amena practiced female genital mutilation in her remote village in Iraqi Kurdistan for so many years that she struggles to recall how many girls passed through her hands.

"Ten children, a hundred children, a thousand children, I just can't count how many."

More than a year after lawmakers in Iraq's self-governed Kurdistan region passed a law banning FGM - also known as female circumcision - activists say the practice still goes on.

Autonomous from Baghdad since 1991, Kurdistan has its own government and enjoys an oil boom that has helped make it one of Iraq's safest areas, enjoying modern services, glitzy hotels and shopping malls unavailable in the rest of the country.

In remote rural areas, however, ancient traditions often rule. Honor killings, where women are murdered to protect the family's honor, still occur, and FGM is widespread, in part because it is supported by some clerics who say it is part of sharia or traditional Islamic law.

This could be changing, however.

In Tutakal, the donation of basic school services and a small classroom by a German-funded non-governmental organization called WADI has helped convince residents to stop the practice.

It is a promising model, activists involved in the campaign to stop FGM say, one they hope will spread to other Kurdish villages. The activists work to convince villagers the practice has no basis in Islam and spread the word that it is now against the law.

"More people understand this is a crime, and they can't practice it anymore, but we still need to implement the law," said Suaad Sharif, a field worker with WADI. "They say their grandmothers did it, their mothers did it, it was a habit that they had to carry on."

ACROSS AFRICA, MIDDLE EAST

According to the World Health Organization, female genital mutilation -- the partial or total removal of external female genitalia -- is practiced in countries across Africa and in Asia and the Middle East for cultural, religious and social reasons.

Some practitioners believe FGM will prevent sex before marriage and promiscuity afterward; others say it is part of preparing a girl for womanhood and is hygienic.

It can cause bleeding, shock, cysts and infertility, but also severe psychological effects which campaigners say is similar to those suffered by rape victims.

As many as 40 percent of women and girls in Kurdistan have been subjected to the procedure, according to New York-based Human Rights Watch, citing government reports and activists. A survey by WADI found up to 70 percent of women had suffered from FGM in some Kurdish areas.

The roots of the practice in Kurdistan are unclear. Beyond the ethnically mixed city of Kirkuk, the practice is less common in other parts of Iraq and in Kurdish areas in neighboring Turkey.

But where illiteracy and poverty are high in Kurdistan, so too is the number of woman who are circumcised, and the prevalence of conservative Islam in these areas also appears to play a role.

"They related this to sharia practice, and this is how they educated these communities about this," Suzan Aref, head of WEO, a woman's empowerment group in Kurdistan.

Kurdistan's parliament won praise from rights organizations when the law criminalizing the practice went into effect in August last year. But in a statement earlier this year, Human Rights Watch criticized the government for not doing enough to enforce the ban, including by making sure police and government officials were educated and on board.

Pakhshan Zangana, secretary general for the Kurdistan's High Council on Women's Affairs, said the law had succeeded in reducing the numbers of female circumcisions but acknowledged that some of the practice was going underground.

"They do it secretly because it is against the law," she said.

A WELCOME CHANGE FOR SOME

In Tutakal, three hours from the Kurdish capital Arbil reached only by dusty tracks weaving through the mountains, FGM has been practiced for generations.

All but two of the women and girls from about 17 families in the farming hamlet have been circumcised, most at as young as four years old.

For many of the families, it was simply a tradition passed down from grandmother to mother to daughter in the belief that girls who failed to go through the ritual were "unclean".

For women like Golchen Aubed, 50, social pressure also played its part. Like many of the mothers in Tutakal, she felt the practice was wrong but allowed her daughters to be circumcised by the community midwife just as she had been herself.

"In our culture when you don't do this, everyone else asks why," she said sitting on a carpet in her home with her youngest daughter, Sharaban. "Why should I stand out? I knew it was bad, I knew it hurt the child, but even so I went ahead."

Her son refused to allow his own daughter to suffer the same way -- she is one of the two small girls in the village to escape FGM. No girls have been circumcised since Tutakal's elders signed the agreement with WADI in September last year.

"He says now that if he finds out about anyone doing this he will go and report them to the police," Aubed said.

The decision to stop the practice was a pragmatic one for village elders in Tutakal after the campaigners volunteered the school services and new classrooms.

Prefabricated facilities have replaced the ramshackle mud-brick and wood room that used to serve as a school. Older children are provided with transport to a nearby town where they can attend middle school.

Amena now lives without the work that brought her meager income from her village, from nearby towns and even Kurdish communities in neighboring Iran.

"They should find me some alternative," she said. "Everyone knows I am alone that I don't have a husband, a father or a brother or son to look after me."

But the elders have no regrets about their decision.

"When they do this, they cut a piece of flesh from a woman," said headman Sarhad Ajeb, sitting on the floor of Tutakal's simple mosque. "There is no mention of this practice in the holy Koran."

The $1,000 Genome Is Almost Here-?Are We Ready?

The era of the $1000 genome, which is all but upon us already, is a new era of predictive and personalized medicine during which the cost of full genome sequencing for an individual or patient drops to roughly $1,000.

Think about what personalized medicine can do: having access to your own genome information will open the doors to dozens of men and women wishing to find out if they have gene variants associated with Alzheimer?s, diabetes, heart disease or cancer. In some circumstances this genome map will also help your doctor determine which drugs you should consider taking and at what dosage, which if accurate enough would be much more efficient than the current approach. Sounds great doesn?t it?

You probably heard something like this back in 2000 when Bill Clinton mentioned the completion of the Human Genome Project in a speech and suggested that humanity can cure any disease and reveal the secrets of our evolution. Well, back then we didn?t have a clue what this 3 billion letter code would bring upon us in terms of storing and handling it and properly analysing it. Only the most savvy IT experts and bioinformaticians foresaw what the technical impact would be, and the side effect of the ensuing flood of data certainly didn?t make revealing the secrets of evolution particularly easy.

Twelve years on, the target users of the $1000 genome are scientists at R&D companies and academic institutions, and the occasional wealthy businessman or celebrity such as Ozzy Ozbourne. But so far they?ve all paid much more than $1000. Steve Jobs, for example paid $100,000 for his genome to be sequenced and analyzed, when he was fighting with cancer. Admittedly the higher price was a year or so ago, so with the continuing decline in sequencing costs you may well now get a number closer to the $1000 if it is just for sequencing, but without analysis.

If some analysis needs to be done, have a look at this article in Forbes which describes a $4000 genome scan but only covering a fraction ? 0.02% ? of the full genome. This type of sequencing is often used for sequencing targeted areas of cancer tissues in order to find the mutations which triggered the cancer.

The $1000 genome figure refers to a full genome scan, much more than what is covered in the Forbes example. Whole genome sequencing covers the complete genome, all 3 billion bases of it, 99.9% of which is identical to every other human, and indeed 99% identical to chimpanzees and bonobos.

Life Technologies announced this year that they can already scan the full genome for $1000, and another company called Geniachip claims to go beyond this and deliver the same results for just $100. It will be interesting to see how good the quality of this $100 genome is!

Given that 99.9% of the genome is identical in all individuals, full genome sequencing is largely unnecessary ? at least, if we believe that we are sure that all the information we need is in the remaining 0.1%. The recently published ENCODE project found some individually unique traits within that supposedly constant 99.9% genetic sequence which means that we definitely do not know as much about what makes each genome individual as we might have previously thought.

Exome sequencing is a lighter option which will cover only the 1% of your genome that is coding sequence ? i.e. translated into proteins within your body. This type of sequence will still not include the features that the ENCODE project suggests might exist in the non-coding regions, but it is suited well to current knowledge about the individual variations that can be found in humans. It is offered to the general public by 23andMe and other similar companies and can cost as little as $299 when offered as a commercial service.

To sequence the genome is just the start. Storing it and analysing it can turn out quite pricey. To store only the basic sequence data (no quality scores or ambiguous results) from your fully sequenced human genome you will need roughly 780MB. This can easily be stored on a DVD, which is not expensive at all, but for companies sequencing many human genomes, and certainly for any research where the quality information is as important as the sequence itself, they will need much bigger storage than a single DVD. In-house data centers are the default choice, but the growth in data is outpacing the growth in storage available in these facilities. That is why many of them have embraced the power of the cloud technologies, such as Amazon Web Services.

Analysing genome data includes comparing it to the reference genome to see how different you are from the others. This requires powerful computers working together and running your DNA through some relatively complex analysis pipelines. More advanced analysis to obtain detailed information or to answer very specific questions comes with a complexity (and cost) that depends on the expected outcomes. As mentioned above, Steve Jobs paid $100,000 for his genome to be sequenced and compared to the reference genome to find the mutations which triggered the cancer ? only a fraction of this would have been the actual sequencing cost.

The science community has the technology to read and assemble the human genome, to efficiently store it, and run suitable analyses. But to achieve a broader embrace of the $1000 genome, the public itself will need more education on the mechanics and benefits of personalized medicine. Limited or incorrect information can cause dangerous misunderstandings and illogical fear or bias against the technology amongst the public, and poor interpretation of the results by amateur geneticists might have serious negative side effects on health. Governments will have to incorporate into the current medical system ways to educate both health practitioners and patients with knowledge on how to interpret the results and be sure that they act appropriately upon them.

There is a very good scenario of a moment in the near future, mentioned in a Forbes blog post by Jim Golden: ?The challenge for the clinical oncologist (GP) is the informed patient who says ?I want to have my genome sequenced so we can pick the best drug. Here?s $1000.? It is worth a read.

If Jim?s patient had got their genome sequenced directly, then despite all the disclaimers provided by the supplier they may still misinterpret the information without understanding that it is far from sufficient for what is required to know, for example, that there is a 95% chance they will have Alzheimer?s disease. In their position, even if you could rely on this disease prediction, what would you actually do about it? Is it better to know but be unable to treat it, or not know and never worry about something you couldn?t treat anyway?

Bottom line is, scientists are ready for the $1000 genome, but the governments, the medical system, doctors, and the general public are almost certainly not.

Write on Nevada: NPRI on agency budget requests: A good start, but ...

LAS VEGAS ? Official state funding requests, by agency, were released today by the budget division of Nevada?s Department of Administration for the 2013-2015 budget cycle. These requests total $3.22 billion in Fiscal Year 2014 and $3.24 billion in FY 2015, which would be modest increases from the $3.11 billion spent in FY 2011 and $3.15 billion spent in FY 2012. In response, NPRI?s Deputy Policy Director, Geoffrey Lawrence, released the following comments:
Governor Brian Sandoval and his budget staff should be applauded for helping executive-branch agencies limit cost growth and to focus more narrowly on their statutory missions. While not perfect, these agency budget requests are a concrete step toward limiting the growth of government from already inflated levels.

Besides limiting spending increases, this budget shows the power of performance-based budgeting, which focuses on providing the highest level of outcomes for every dollar spent. Combined with Governor Sandoval?s instructions that spending increases would only be accepted in the case of rising caseloads, these directives have allowed state agencies to moderate budget requests while achieving largely the same outcomes for taxpayers.

Lawrence noted that Nevada government previously used a flawed method known as baseline budgeting, which presumes that government agencies are entitled to significant funding increases from year to year in order to finance automatic pay raises and other so-called roll-up costs. Unlike a performance-based budget, baseline budgeting provides no incentives for agencies to pursue greater efficiency.

Lawrence also observed:

It must still be recognized that agency requests are only the beginning of the governor?s process of focusing spending upon the areas where it can have the greatest impact. When revenue projections are provided by the Economic Forum in December, the governor will have additional opportunities to adjust his Executive Budget proposal to align with available tax revenue.

NPRI believes strongly that Nevada?s leaders can meet the state?s budgetary challenge while keeping their promise to let temporary increases in payroll and sales taxes and car registration fees expire ? and without impinging any further on the state?s struggling private sector.

Meeting that challenge may require long-overdue reform legislation in areas like education finance, Medicaid, collective bargaining, agency outsourcing and prevailing wage, among others. But, armed with the highly specific reform ideas available in NPRI?s Solutions 2013, Governor Sandoval and legislative leaders should have no problem finding additional savings.

Lawrence also warned lawmakers against using any higher revenue projections from the Economic Forum to boost spending.

Higher-than-expected revenue projections from the Economic Forum should be used to lower taxes on struggling Nevada families, instead of as an excuse to increase government spending. Agency budget requests are agency wish lists and, as such, should be the high-water mark for government spending proposals for the next two years. If an agency didn?t request it, why should lawmakers spend precious taxpayer dollars?

Head of CEO group urges compromise on fiscal cliff

WASHINGTON (Reuters) - Arguing that business uncertainty over Washington's year-end "fiscal cliff" is choking off hiring and investment, the head of the most prominent CEO lobbying group on Monday called on Congress to compromise on tax cuts, spending cuts and revenues.

Business Roundtable president John Engler, a former Republican governor of Michigan, joined a growing chorus of chief executives imploring Congress to set aside partisan arguments and reach a deal to put the United States on a firm fiscal footing.

In a speech prepared for delivery to the Detroit Economic Club, he said that many chief executives are encouraging talks among Democratic and Republican Senators to develop a new deficit-cutting plan based on the 2010 Bowles-Simpson commission, which prescribed a mix of revenue increases and spending cuts.

"I think the American people care about the future of their country, and they understand there's going to have to be a compromise," Engler said. "Our present course is unsustainable and unfair to future generations."

Many members of Engler's group, which represents chief executives of the largest U.S. corporations, have been individually urging Congress to act. They have been warning that the nearly $600 billion of tax hikes and spending cuts set to take effect at the end of the year would devastate the economy.

Goldman Sachs Chief Executive Lloyd Blankfein last week said that he would be willing to pay 5 percent more in taxes if it became necessary for Congress to reach a deal, adding that there would be a "huge" positive impact on the economy if a bipartisan compromise were reached.

Republicans in Congress have long resisted any revenue increases - especially through higher tax rates - as part of any deal to cut deficits, which just ended a fourth year above $1 trillion.

President Barack Obama's Democrats have been pushing for higher tax rates for those making over $250,000. However, in a debate last week, Vice President Joe Biden said he wanted higher taxes on those making over $1 million.

EARNINGS CALLS

As corporate America's third-quarter earnings reporting season gathered steam this week, chief executives emphasized on conference calls the importance of Congress shielding the fragile U.S. economy from the massive tax hikes and spending cuts.

"In the U.S., there are promising signs that more robust economic growth is within reach, assuming the resolution of the fiscal cliff," Citigroup CEO Vikram Pandit said on Monday. "Lack of a resolution of the cliff situation would be highly disruptive."

Engler warned that uncertainty over future taxes, from individual rates to capital gains to research and development tax credits, was seriously reducing CEO expectations for hiring, capital investments and sales.

"The bottom line: We really don't have a tax code in this country today. It's no wonder there's uncertainty," he said. "It's no wonder businesses are reluctant to invest, even when they have cash on their balance sheets."

Nonetheless, Engler said he doesn't expect Congress to resolve all of its fiscal issues during a short post-election, lame-duck session. He is mainly hoping for temporary fixes that allow a larger tax reform deal to be accomplished in 2013.

These include short-term extensions on expiring tax rates, and "backing away from sequestration" -- or putting off the automatic spending cuts that were set in motion by last year's landmark debt limit deal.

He also said he would like Congress to raise the debt ceiling again, which would allow the government to continue borrowing. The government is expected to reach the $16.4 trillion debt limit close to the end of this year, with the Treasury Department able to take emergency cash management measures to avoid a default for a couple of months into 2013.

Businesses are fearful of a spike in interest rates that could occur if the United States is again brought to the brink of default and its credit rating is cut further.

"If we can finish just these items, the real challenges will still be waiting," Engler said.

President Barack Obama and congressional Republicans wrangled for months last year over whether to raise the federal debt limit. The impasse ended in August with Obama signing a debt- ceiling increase, but Standard & Poor's downgraded the U.S. credit rating shortly after, citing political gridlock in Washington and the nation's long-term fiscal challenges.

Developing brain is source of stability and instabilty in adolescence

ScienceDaily (Oct. 15, 2012) ? Scientists are presenting new research on how the brain develops during the dynamic and vulnerable transition period from childhood to adulthood. The findings underscore the uniqueness of adolescence, revealing factors that may influence depression, decision-making, learning, and social relationships.

The findings were presented at Neuroscience 2012, the annual meeting of the Society for Neuroscience and the world's largest source of emerging news about brain science and health.

The brain's "reward system," those brain circuits and structures that mediate the experience and pursuit of pleasure, figured prominently in several studies. The studies shed light on adolescents' ability to control impulsivity and think through problems; reveal physical changes in the "social brain;" document connections between early home life and brain function in adolescence; and examine the impact of diet on depressive-like behavior in rodents.

Today's new findings show that:

  • Adolescents can throw impulsivity out the window when big rewards are at stake. The bigger the reward, the more thoughtful they can be, calling on important brain regions to gather and weigh evidence, and make decisions that maximize gains (BJ Casey, PhD, abstract 128.04).
  • Rodents that receive an omega-3 fatty acid in their diets, from gestation through their early development, appear less vulnerable to depressive-like behaviors during adolescence (Christopher Butt, PhD, abstract 522.07).
  • Depression in older adolescent boys may be associated with changes in communication between regions of the brain that process reward. At the same time, the study found possible connections between early emotional attachments -- particularly with mothers -- and later reward system function (Erika Forbes, PhD, abstract 128.11).
  • Early cognitive stimulation appears to predict the thickness of parts of the human cortex in adolescence, and experiences at age four appear to have a greater impact than those at age eight (Martha Farah, PhD, abstract 908.02).
  • During the span of adolescence, the volume of the "social brain" -- those areas that deal with understanding other people -- changes substantially, with notable gender differences (Kathryn Mills, BA, abstract 128.02).

"Advances in neuroscience continue to delve deeper and deeper into the unique and dynamically changing biology of the adolescent brain," said press conference moderator Jay Giedd, MD, of the National Institute of Mental Health, an expert on childhood and adolescent brain development. "The insights are beginning to elucidate the mechanisms that make the teen years a time of particular vulnerabilities but also a time of great opportunity."

This research was supported by national funding agencies such as the National Institutes of Health, as well as private and philanthropic organizations.

And if it was up to me, I would choose Donghae...........no I lied, I would choose Kyuhyun from Super Junior.......Kyuhyun is my ultimate SuJu bias.
